It's an interesting point !
I would call this "preparation" for the contest as do the "big guns" do by safe guarding a frequency by sending out TESTING, they use this to their advantage by having a freq for the contest as those who pick off the big guns before the contest and put them on their band plan map in their contest logging software to be used later.
So who's in the wrong or right here.... I think no one, I'd like to call it "preparation" for the contest.

This one came up on the US reflector a little while back Chris. There seemed
to be a general acceptance of the 'warming-up' approach (some multi-ops have
dedicated ops especially for that purpose!) but some questioned the gathering
of QRG info for later use, prior to the commencement of the event, asking
'can that be construed as operating' ? Do any of our rules cover this matter
here at all?
