Well surely it runs from 20:00:00 to 21:30:00 so you can go on to
21:29:59 that makes 90 minutes, going on to 21:30:59 would be 91
minutes.  

I usually work on the principal that if someone calls me at say
21:29:45 then I can finish the QSO even if it takes me just outside
21:30:00, but I then don't CQ.  I also usually amend the log to show the
qso at 21:29 which is when the qso started.

I would be interested to hear other views on the above "I've started so
I'll finish" principal.
