I am not sure why this has become such a vital issue down to the last 
second.  To start with not everyone uses a clock controlled from the 
Standard Time Signal so there are going to be quite a few stations who might 
be outside the "true" limits by, say, up to a minute either way.  Secondly 
my PC clock only displays minutes unless you go into the "clock set" 
configuration.  And the logging programmes such as SD pick up their time 
from the PC clock and only log to the minute. I think we are getting a bit 
OTT on this topic.  Let's keep it in perspective?  After all it is only a 
hobby...... or have I missed something?
