[UK-CONTEST] more spectrum for data

I'm no expert on spectrum or band-plans, but using RTTY above 3600 during a 
small national contest (i.e the 80m CC's) when frequencies above 3600 are 
used for normal SSB QSOs would not seem like a good idea.

The same thinking does not apply on 40m during the CQ WW (CW and SSB) 
Contests, of course, where the volumes of participants worldwide are so much 
greater.
