Yes unfortunately so. VAT is not chargeable on "second hand"
goods within the U.K., but IS chargeable on ANY goods on
entry to the EC for the first time. Possible exception in
reality is that items under ?50 in value may get under the
radar. I bought a second hand ( but new in the box) C3SS
from a W1 in New England and had to pay up on receipt. To
add insult to injury you usually  have to pay ( say) Parcel
Force some dosh for handling the transaction.

It's worth remembering , when comparing US to UK prices,
that VAT doesn't exist over there- although state sales tax
within a given state does. That's ( one reason) why it often
seems to be 1:1 $:?. Of course if you collapse in the street
over there, you have to get your credit card out before you
can get artificial respiration, so yer gets wot yer pays for
