The Belgians can't use 1x1s as vanity or any other calls, because Belgium 
doesn't have any appropriate ITU allocation to allow 1x1 calls in any 
circumstances (snark!).

Belgium, Holland and Sweden will now allocate any 2x1 callsign from their 
allocations as vanity calls, and I can't work out the Polish system but 
there are certainly personal Polish 2x1 calls about like SP4Z.  German 2x1s 
are club contest calls and explicitly NOT personal calls although their 
system seems to be a bit more flexible than ours.
