That's what we have in VHF and UHF contests in Europe anyway.  There is free 
use of clusters and it is accepted, legal and normal to use the cluster and 
tools like ON4KST to set up skeds   There are different views on whether 
this is a good thing or not but it doesn't guarantee making a successful 
QSO, especially not as you go up and up in frequency.

That doesn't stop flagrant cheating - please tell me what HA5KDQ did on two 
metres last weekend had to do with contesting in any shape or form?  Please 
tell how you made a successful two way radio QSO if you 'confirm' the 
exchange you received on ON4KST?

That's not critcising you, it's criticising those who think that allowing 
free cluster use would stop cheating.  If you have an ethical problem, then 
you'll find a way to gain an unfair advantage no matter how lax the rules 
are.

There are times I use cluster in contests, and there are times I don't.  The 
times I don't, I'd like to be able to compete with other people who don't 
thank you very much.  If your ethics are so lacking that you need to cheat 
in a sport with no monetary prizes and where most people know that you 
cheated, then you need to ask yourself some pretty hard questions.  And get 
disqualified by the organisers.
