I you go to
http://www.ofcom.org.uk/consult/condocs/aradio/lifetimelicence/licenceformat.pdf
(which is the forthcoming new licence "BR68" equivalent), section 2 refers
to "radio equipment location"
This means that you take the physical location of the RF equipment (tx/rx +
antenna) as the location for determining what call to use, and NOT the
location of any operator/remote link
