All,
To add to what I thought was a clearing fog is the following email just
received from Ofcom! -

The new licences will now ship on 1 December and not 29 August as
originally planned. Extra time was planned in to enable us to be
absolutely sure that the system works.
Regarding the dual terms and conditions issue, we originally planned to
ship licences over a 12 month period. Legal advice is that this does not
present a problem and it would help all concerned by spreading the
workload. We planned to ship a new licence to any stakeholders who
contacted Ofcom and stated that they did not want to wait until the
anniversary date of their current licence.
However, we are now reviewing this to determine whether it will be
possible to ship all the new 'lifetime' licences in one go on 1 December
- the 'big bang' approach. I would expect the final decision to be taken
within the next couple of weeks.

It appears they (Ofcom) haven't a clue as to what they are doing at the
moment but hopefully we can get a final position at or before our
Ofcom/RSGB Forum meeting just before the next Board meeting.
