Many thanks indeed for that helpful clarification Dave.  I suppose some 
(e.g. a certain recent contributor to this thread) would say there's nothing 
in the RSGB or OFCOM rules to say you can't set up a group of clubs to 
cooperate in events, but then we're into affiliation fees as well.  Happy to 
let it rest there.
