John, I would be happy with the 1820 lower limit if we still had a 
reasonable section of the band to operate in. Also if you are going to 
be sensitive to people's requirements in one area of the band then you 
need to be sensitive to other areas.

My whole point about this is the continuing encroachment of SSB in what 
most of us used to recognise as the CW end of the band. As I said in a 
previous posting I think this is because in the UK the power limit now 
changes at 1850. You can't really blame the SSB guys.Why operate above 
1850 and with lower power when you can go below that and put the amp on?

The only way round this and to be sensitive to the needs of SSBers as 
well as non-contest CWers, is to split the band as per 80m CC, ie 
1820-1835 and 1855-1870. This is at least gives us almost twice as much 
band coverage as we have at present, and takes in to account the needs 
of others. Of course the down side is that we would have to switch the 
amp off when operating in the higher portion!! A kind of QRP coral !!
