However, if you have an existing license, be it RSGB or C&G certificate, you
will able to use the system....

That really only applies to persons applying for a new license, or persons who
want to apply for a license after it has lapsed for a few years... in other
words, if you have a C&G certificate, then you have to pay £20 regardsless...
