[UK-CONTEST] Deliberate QRM in AFS

Well perhaps we could have some joined up thinking on this issue in IARU.
Who ever thought about the "non contest" segment should have thought 
about moving the SSTV guys into the same slot.  Then there is the issue 
of why the "non contest" slot is in the middle of the phone band, a 
pretty daft place for it in my opinion. 

Currently the RSGB rules limit the top edge of the contest to 3750, but 
I think it is time to change this and move the limit up to 3790.
