A lot depends on the carrier. RM (via USPS) *always* charges you, because
each package is looked at individually. DHL and UPS only about half the
time, so I always specify one of them, the impression being that these guys
tend to get their consignments cleared in bulk and things slip through . . .

Hmm, nasty that. Good job we don't do VAT here. I've been quoted $200
delivery by air by DHL. The US parcel service doesn't do or know about
the Falklands.
Big hole in the propagation on the OM contest at present. 15M died off,
10M didn't open and too early for 20M.
