No, that is for contests with Multipliers.

I guess the distinction is that higher band contests would attract more 
activity from US,  VE, VK, etc, where as 160m would only attract a 
handful of DX stations, so a bonus for each new (usual DXCC) Country. 
Guess it could do with some clarification but it actually doesn't matter 
so much as the adjudicator will sort it out, since Cabrillo doesn't 
score it. Anyway your contest logger would tell you if you really needed 
to know!
