[UK-CONTEST] 2007 1.8MHz Club Calls contest query?

Hi,

I am aware the rules say the contest is to encourage contact between
affiliated clubs.

 

However does that actually mean non-affiliated clubs are not allowed to
enter as a club station?

 

If they are allowed, presumably a members of such a club would be designated
"club member" ?

 

I ask because I am trying to encourage some local activity but there is a
temporary problem for the moment with affiliation.
