[UK-CONTEST] ROPOCO

I thought one of the original ideas of ROPOCO was to including 
receiving skill in the equation as well as transmitting skill.

Receiving and then transmitting that jumbled up postcode does require 
a degree of uncheckable post-contest skill, unlike locators.

However, I would still like to see some sort of UK-only contest based 
on locator exchange and distance (like VHF).

Just my new 2p worth.
