[UK-CONTEST] HF Contest Rules 2009

The HF Calendar for 2009 has been updated to point to the rules for all 
events throughout the year. There may be some minor changes to IOTA 
Contest rules but all the others are finalised. A summary of the changes 
follows.

General rules - new rules covering remote, Skimmer and KST

80m CC to start in January, and changes to the datamodes rules

80m Sprint - QSY rule simplified, and QSO formats moved out of rules

Commonwealth Contest - small changees including clarification of remote 
operation. Removal of band call-area certificate and introduction of a 
certificate for QRP.

1.8MHz contests - scrap the 1.820-1.870 restriction

QRS Corral in 80m CC and AFS less prescriptive
