Not being a planning officer I can only offer my comments following a run-in with the Council Gestapo.
 
The answer is Yes.
 
Because :
1. The mast will be above house ridege line when erected.
2. The aerial is larger than a domestic TV aerial
3. Although only "temporarly erected" the rest of it will be permanent.
4. The council Planning officer won't know what to do about it, and will demand you go through the planning process, so he / she covers his / her back.
 
What would I do?
 
1. Approach neighbours and tell them you want to put up aerials, but understand they don't want a great big erection to look at, all the time  (theirs a joke in there, but hey, its Friday!). So you've decided upon a pneumatic mast, suitably painted to blend in with the back ground, that will only be used when needed by your good self.
 
2. Get the neighbours on your side. (This is critical !!)
 
3. Then talk to the planning office.
 
4. When rejected (which it will be) contact the RSGB Planning Commt. Worth the membership for this alone.Get the RSGB Planning booklet, and chat on the phone with the Chairman of the Planning Commt, or his appointed local man on the ground.
 
5. Be prepared for a battle. Try to prove the mast can't be seen when not in use. For example, install the mast (on a "temporary basis") and photograph it up and down, from as many angles as possible. Draw diagrams of how it will look. What will block its view when not in use ? You get the idea.
 
6. Do NOT hit your neighbours or planning officer. They are exercising their rights and doing their job. (I made a small plasticine planning officier I used to stick pins in during my planning experience. I housed the plasticine dummy in the shack, called him "Pete the Planning Plonker" and took out revenge on him. Worked for me !)
 
7. Keep your sense of humour at all times. After all its only a hobby !

Another one of those planning questions....

Hopefully, this is a simple yes/no......

Do I need planning consent for a pneumatic mast, rotator and 3-el beam that will only be extended (40ft?) during use but will otherwise be below the roof-top height?
