[UK-CONTEST] Operation in the Beacon Band

Failure to observe the 2m band plan is certainly not restricted to new
licensees, a group of stations around Malvern (Worcs) regularly use 144.475
as a 'private' FM chat frequency.  Judging by the (very) occasional use of
callsigns some of these 'operators' have been on the air for a long time.
When it's pointed out that this frequency is in the beacon band the usual
response is 'our licence says that we can use any frequency in the 2m band
and we'll continue to do so'.
Of course bandplans are a gentleman's agreement and therefore does not apply
to these people. Whatever has happened to the 'amateur spirit'?
