[UK-CONTEST] IOTA Contest OH2CI

Maybe someone could throw some light on the following, which has been
puzzling me.
Over the last few years, OH2CI has participated in the IOTA Contest from
EU-096.

EU096 is in OH1, not OH2, according to the IOTA Directory.
EU097 is in OH2.

Therefore, if he was on EU096, shouldn't he have been signing OH2CI/1?
Or, did he get his IOTA number wrong?

Last year I logged OH2CI as EU096, and didn't get penalised for it, so I
guess it must be OK, but it's not clear to me why.
Can anyone throw any light on this?
