We have sections for every other Contest, So why not have
say 1-4 operators 5-9 and 10+
That way the small clubs are just competing with a like
sized club and don't have to have a recruiting drive just to
overcome the largest clubs. All it would take is three
possible sections to enter into.

When is a club not a club? What is a club?
One can debate these sort of issues forever without
resolving anything other than by changing the rules.
It is quite clear that the objectives of the organisers are
not being achieved when they need to state that "The spirit
of the contetst is not being met"
So one is led to ask "What reason was this contest created
for, who were the targeted participants"?
My impression, although i have never followed the scene
closely, was that it was to encourage an increase in contest
activity by encouraging participation by club members who
would not normally participate, and by club members I took
that to mean those who meet and socialise with other members
at some scheduled place and time.
That being the objective then the rules should have been
created in those terms. Having allowed 'migrated' members to
continue participation then Committee can hardly complain
when disparate groups appear because the rules as written
allow them to.
Rather than rely on guys to follow the 'spirit', which some
may not be aware of anyway, the Committee will need to
change the rules to fit the objectives of the contest.
Ok you may lose one or two entrants but those would not be
your target stations anyway, loath may you be to see them
go.
The AFS format, established for years, works well, bring
your rules into line with that
