[UK-CONTEST] OT - US licenses in UK

Apologies for the off-topic post, but I thought the vast knowledge of this forum may be able to help.

A US ham is over here for some time and trying to get a proper UK license/call whilst he's here. Ofcom won't accept his US license and it's looking like his only option is to start at the bottom of the UK licensing structure by attending a beginners course locally, which he's prepared to do, but seems a bit of a waste of time. Like sending a college lecturer back to primary school.

Anyone know if this is the norm, or has any precedence been set in the past by any US hams being granted G/M licenses?
