No. CEPT does not necessarily allow a visiting amateur to have a UK license. The CEPT arrangement allows a visiting ham to operate for a finite period of time, after which they must apply for a UK license. If the CEPT country is also a member of the HAREC scheme, then obtaining a license is relatively straight forward i.e. no exam is required. If the visiting ham's country is not a member of the HAREC scheme,  then the full test must be sat. HAREC is the "Harmonised Amateur Radio Examination Certificate".

This has been demonstrated to me recently by a Hungarian friend of mine who has the equivalent of a full UK license - he can operate here under his CEPT call but has to take the tests if he wants a full UK call-sign.

Presumably CEPT and other reciprocal country licensees are exempt from 
testing anyway, as they already have the right to operate in the UK??
