I think the idea was every NEW "last two". So your mate will only score
once, however often he's worked.
One way it could work is as an additional award across the existing 2m
contests. Since the committee have the logs adjudicated already doing the
extra scoring would be relatively trivial. Combining an award certificate
"worked 100/250/500+" (in each calendar year) with the UKAC contest would
give the "little guns" something to work towards.
