It doesn't matter. If he submits a log, the rules apply to him as much
as to someone who is not a DXpeditioner. The very fact Steve said "I
did and his run rate increased rapidly soon afterwards" proves he did
obtain a competitive advantage. If he doesn't submit a log, then the
point is moot. But if he does????
