Outside of contests and DXpeditions, I do like to give meaningful tone
reports. Worst I have given is a 5 - pretty raspy note and then told the
op 
his power supply needed better smoothing. Plus I logged it in my PC 
logger like that with a side note just in case I got a QSL card - it 
would remind me to make a comment on the reply card!

I also add a C suffix if they have significant chirp, or D if it drifts
a lot. I don't recall ever having to use C and D in combination. :-)

In DXepeditions, I like to give a meaningful RST. If they really log 
it, then it might help them understand how good the paths are at 
different times of day. However, I suspect that all will get buried 
in a sea of 59/599 reports.
