[UK-CONTEST] Redundant contest reports

For CW 80m events how about ditching 599 + serial number and 
incorporating Postcode instead (exactly on the lines of RoPoCo) - a 
true test of operating skill on TX and RX (stations outside UK could 
give their 4, 5 or 6 digit zip etc).
