I'm not sure that you can have an "anomaly" between 2 different 
organisations?

In any case, anyone can enter the RSGB club contest and get listed (there 
are times when we need out European friends - otherwise we would have no 
QSOs at all). They just cannot submit a score for a club unless they are 
members of the (affiliated) club and RSGB.

The RSGB IOTA and other international contests do not require RSGB 
membership. However, ARRL Club contests do have similar rules with regard to 
club affiliation though I would admit that there does not seem to be an ARRL 
membership requirement.

But this is not an "anomaly".
