It is defined by the ITU, not IARU, and the Region 1 amateur allocation 
was changed at a WRC a long time ago. Maybe an item for WRC2010, but 
realistically amateurs have more important things to get through that.

Yes, the problem seems to get worse year by year. It is nothing to do 
with contest rules, simply illegal operating.
