As a fxd stn who also "dabbled" during VHF NFD I too saw  the negative 
effect of not CQing. 
If the object of having a fxd stn entry in the contest is to provide  more 
Qs for the /P guys, then allowing fxd stns  to run 400W and call CQ is  
probably going to help. But, fxd stns are not what NFD is all about  are they? 
It is a /P contest, not a fxd contest.   So, in my view, fxd  stns should be 
encouraged to operate without restrictions &  provide extra Qs for the /P 
guys, but that's all, no prizes, no awards,  & check logs only. Doing that 
stops any danger of fxd stns "winning" or  trying to dominate the contest.  
 
I can see the thinking as to why the current rule with its  restrictions 
was made, but it may have backfired and reduced the average  /P QSO  totals in 
the UK by banning fxd stns from CQing, and  hence loosing potential Qs.  
Analysis of /Plog entries will  probably tell. Any /P stns  noticed a drop in  
Q numbers with UK fxd  stns?
