Hi Andy
I know nothing about VHF contesting but I imagined this might......
1. Underwrite the event as a "Field Day" contest. Awarding points for
fixed to fixed station Qs appears inconsistent with the idea of a "Field
Day" event. This approach is common in HF Field Day events.
2. Get fixed stations to focus on working /P stations.
3. Allow fixed stations to work as many other fixed stations as they wish
but not for points.
4. Untie the hands of fixed station operators allowing them to call CQ at
will. Must be very frustrating not being allowed to do so during an Es
event.
Quite some way short of a panacea for sure.
