[UK-CONTEST] RSGB Low Power Contest 2009

I'm a new Ham and I've been bitten by the QRP contest bug. I have  
been reading the rules for the RSGB Low Power Contest 2009 and have a  
question: do all QSOs from outside the UK have to be with a UK  
station? In other words, does there have to be at least one UK  
station in each valid QSO?

Also, is there a special CQ for this contest? I just participated in  
my very first contest this week, and there was a special CQ: 'CQ NA'.

Thanks for your help. I'm hoping to make a few contacts, at least,  
during the early morning session, on 40M.
