[UK-CONTEST] WAE CW and Bandplans

Need to think about German culture - they just love rules especially if 
they do not make sense. Hence the EU rule making which we in the UK 
enforce unlike the French who have the right idea. Therefore if everyone 
ensures they have plenty of QSOs above 7025 are they going to DQ 
everyone? If they do does not matter it makes the point for next year, 
when the recommendation will no longer be a rule.
