I had this problem a while ago and the reason the TV amp took off was 
that the coax braids were not made off correctly at the amp. So there 
was a quite effective antenna on the input. When I transmitted RF pick 
up  turned the amp into an oscillator which blocked a number of TVs in 
our lane.
Making off the connections properly cured the problem and I got an 
apology from the neighbour!
