[UK-CONTEST] Watts for Contests

The HF CC contest rules define the power as "maximum power at the 
transmitter output", not power into the antenna, so "feeder loss 
correction factors" are not allowed, athough the rules for AFS refer to 
the licence conditions which talks of power into the antenna, where it 
seems to be open to interpretation as to whether the feeder is part of 
the antenna or a part of the transmitter.

I don't see much benefit in publishing the equipment details as part of 
the entry.  I shortly hope to have a transmitter controllable in 1dB 
steps from 2W to 250W and if conditions were right I would happily enter 
the QRP section with an accurate 10W output.
