[UK-CONTEST] RDX contest & expanded 40m provision

I dabbled in the RDX contest last weekend on 40 & 20ssb & like others found 40 horrendous.
None of the Russian stations were working above 7.100  and I have overheard a suggestion on-air that even when the band is clear of BC stations from 7.1-7.2 
at the end of the month their own allocation will remain unaltered.
Can anyone confirm this ?
