[UK-CONTEST] rules apply even when they can't always beenforced?

Considering that the DX cluster carries callsign and frequency information as well as the ability to talk to other contesters(Much the same as KST) I would suggest that this question:
"I know this is getting tedious, but no supporter of KST

Should be aimed at a considerably wider audience than the users of KST !
And Im still trying to work out how to police the use of mobile phones on contest sites ;-)
