I agree with Dave BUO.

If someone calls me at a significantly slower speed I will ALWAYS slow
down pretty much to near his/her speed - I want that station to a) get the
exchange first time and b) hopefully realise there is a human being at the
other end and not a robot pushing Function keys ... hopefully that will
result in being called in subsequent events!

As Mike VAO sez we should be encouraging newcomers to use the code and
increase their speed over time; the mere fact they are calling you to
start with implies that some effort is being made their end to copy at a
faster speed - slowing down in return is a fair deal ...
