[UK-CONTEST] RSGB 21/28 MHz Contest

The RSGB 21/28 MHz Contest takes place from 0700-1859 UTC
on Sunday 4th October.  There are CW-Only, SSB-Only and
Mixed sections, each with HP, Restricted (100w) and
QRP (10w) categories.

UK entrants - use the "RSGB 21/28, UK" template.
Work non-UK only.  Exchange Serials, and add your
district code

Mults are non-UK countries - they count by band and by mode.
