[UK-CONTEST] Proposed change to UK Activity Contest

I agree with Ray on this and it will help eliminate the 'you're off the back 
of the beam' response I so often get when calling stations in SE England 
from my location in IO83.
I would like a 7pm start and 9.30pm finish to enable me to go out more often 
in the daylight.
