A very valid objective. But I think we should go back to review the
aims of this series. It has 2 'parents'...

1. The 'UK Cumulatives' series, which ran for a few years, moderately
successfully, which had a specific objective to encourage intra-UK
activity - lower points for non-UK QSOs.

2. The 'NAC' and its friends - which encourage QSOs throughout Eu.

Our UK-favoured rules were seen as quaint and parochial, and were
abandoned when the UKAC concept was introduced.

So... do we want to play our part in encouraging cross-Eu activity, or
do we want to go back to encouraging intra-UK activity? I can't see
how we could easily do both.
