[UK-CONTEST] CQ WW WPX Contests - Multi ONE Rules

Hello All,
In the recent WPX SSB, we went MULTI TWO, in order to give more of our Club operators the chance to participate in a large contest. However, in the forthcoming CW one, we will not have enough operators so we want to go MULTI ONE. I have been looking at the rules and they say:
Single-Transmitter (MULTI-ONE): Only one transmitted signal is permitted at any time. A maximum of ten (10) band changes may be made in any clock hour (00 through 59 minutes). For example, a change from 20 meters to 40 meters and then back to 20 meters counts as two band changes. Use a single serial number sequence for the entire log.
My questions are:
1. Is there no longer a "Multiplier Spotting and working" station allowed? i.e one where you can have a second station provided it only works a multiplier, say on another band to the main station?
2. If not, presumably you are allowed to use SO2R or the second VFO if you have one , or the Icom Dual Watch facility ? i.e be calling CQ on one frequency but still hop off to work another station (multiplier or not), and then return to your CQ frequency? Presumably the band change restrictions are there to stop someone hopping around too much ?
Any advice on clarification / confirmation of these rules, and also how best to operate in these circumstances, including equipment to use, operating technique etc will be greatly appreciated.
