I think if you give only one point for non-island > non-island QSOs they
will think twice before taking part; unless they are recently licenced the
'thrill' of S&P for only Island stations would soon diminish. If I am
wrong and non-island activity remains high then the extra incentive to
work 15 pointers will only increase the pileups more on Island stations
(and there were some IOTAS active in this year's contest who frankly were
struggling to cope with the volumes, let alone any increase).
But overall the issue seems to revolve around how to discourage (or
exclude) non-IOTA stations and I am really struggling to see why,
especially when the Contest is a) so well supported by IOTAs and non-IOTAs
alike and b) the results have a wide range of categories for everyone.
Granted the 2010 event was pretty packed with stations on 20 but it won't
always be like that; hopefully from 2011/12 onwards we will have better 15
and 10m condx with a commensurate spread of activity - this will at least
give more of a chance to the 100 watt IOTA stations to enjoy some
contesting without being QRM'd and an even greater challenge for all
participants.
As an aside if non-IOTA stations are discouraged / excluded how many of
those potential entrants will not be able to also apply for award credits
via contest log submissions to the IOTA website? This will only be to the
detriment of the whole IOTA programme itself.
