Sorry to hear about the noise problems.  
 
If you remember I used to live in a very built up at Southend) and I had  
lots of noises on the bands but I still maintain that a preamp can help to 
work  weak stations. I also won a few VHF contests from there as well as from 
my very  quiet Lincolnshire QTH.
 

By the way I ALWAYS give a true signal report in contests (I even  take 
time out to tell a station if their signal is FMing splattering or  whatever), 
the reason for giving a "real" report is that if I gave someone  59 and then 
asked for repeats it would make me look more of an idiot than I  already am!
 
Giving a true report lets the station at the other end know if he can just  
send everything once or be prepared to keep trying until QSO is completed.
