I'm absolutely in agreement with Bryn about an accurate report being a good
guide for the need to send a report just once or repeat the details a couple
of times to make sure their heard.
Too many stations who are a 'real' 59 feel the need to repeat the report you
just gave them and then give you their report twice, in response...though I
recognise the argument for making sure the report is correctly heard, all
too often I find myself sitting there thinking 'yes, I've got all of that
hurry up and get on with it!'
Perhaps I'm just becoming impatient with age :-)

Sorry to hear about the noise problems.
If you remember I used to live in a very built up at Southend) and I had
lots of noises on the bands but I still maintain that a preamp can help to
work weak stations. I also won a few VHF contests from there as well as
from
my very quiet Lincolnshire QTH.
By the way I ALWAYS give a true signal report in contests (I even take
time out to tell a station if their signal is FMing splattering or
whatever),
the reason for giving a "real" report is that if I gave someone 59 and then
asked for repeats it would make me look more of an idiot than I already am!
Giving a true report lets the station at the other end know if he can just
send everything once or be prepared to keep trying until QSO is completed.
