I just wonder if you are a lawyer. Technical question?????
 It states in the rules, one antenna which must be a single element. I think 
that is quite clear. A fan type dipole will have more that one element, some 
of which will radiate even if they are not on the desired band.
 So get the ATU out, as you have a doublet to make.
