It shouldn't be. The first contact should almost always have 2 mults 
(the only exception I can think of being a non contest station who 
isn't sending their locator).

But I think David M0XDF edited the file to say 1 mult as he thought 
Minos had it wrong.

David - please send me the Minos file if you still think Minos had it 
wrong.
