It appears that both these operations were illegal, in that
they were in breach of the terms of CEPT.
CEPT operating privileges are granted only to visitors to
the countries concerned. In particular, CEPT licences are
valid "for non-residents only, for the duration of their
temporary stays in countries having adopted the (CEPT)
Recommendation."

Regardless of specific rules for remote contest operation in
individual contests, it seems unlikely that contest organisers
will now accept entries from unlicensed operations.
There's also the minor issue of the facilitation, in both
France and Germany, of unlicensed operations.
