In any case it appears that you can only get a short callsign if you are
already successful and thus gain a further advantage.

Michael,

Perhaps the answers lies in the title NATIONAL Field Day for the former and
the fact that the SSB Field Day has not been an Region 1 event since the
early 1990's.   These SCCs are for international contests only but I'm sure
someone on the contest committee will be able to enlighten you regarding the
present list.
